Urban design studies are concept plans that demonstrate the capability of a site or precinct to accommodate the vision, objectives or intended outcomes of a proposal or a place.
They are the starting point in bringing about urban renewal in areas where the potential extends beyond the existing type and density of development. Opportunities to deliver improvements to pedestrian/vehicular connections, civic and new open space are also key features of urban design studies to create liveable and healthy communities.
Council has completed a number of urban design studies for its centres. In March 2018, Council adopted urban design studies for the Villawood Town Centre including adjoining vacant high density residential land owned by the NSW Land and Housing Corporation.
The study estimates that there is a potential for 1165 to 1295 apartments in the vicinity in the town centre. Since its adoption, development has been completed, is in construction or in the planning phases bring the vision of the urban design study to life.

Fairfield LEP 2013 Amendment No 31 – Villawood Town Centre
The planning proposal amended the zoning and development standards for Villawood Town Centre to facilitate the urban renewal of the centre by providing opportunity for additional dwellings and economic revitalisation of the centre. Fairfield LEP 2013 Amendment No. 39 – Part of 16 Kamira Avenue, Villawood
The planning proposal rezoned the site from RE1 Public Recreation to R4 High Density Residential and amended development standards applying to the site: height of building from no development standard to 27 metres; and floor space ratio from no development standard to 2.5:1. The changes are consistent with the Villawood Town Centre Urban Design Study and the provision of a 3,000sqm public park to be incorporated as part of Land and Housing Corporation renewal project. Fairfield LEP 2013 - Amendment No 43 - 2 Kamira Avenue, Villawood
The planning proposal amended Schedule 1 - Additional Permitted Uses of Fairfield Local Environmental Plan 2013 to permit ‘retail premise’s and ‘business premises’ on the northeastern part of 2 Kamira Avenue, Villawood to allow a supermarket and smaller speciality retail shops within the land zoned R4 High Density Residential.
